I sent to His Excellency the late. Administrator a manuscript copy

of a resumes, written in St. Petersburg in 1969, of Mr Tietjen's proposition Iubmitted to the Imperial Russian_

Government in the summer of that year. Dr. M. Tretjen's paper

he applied for the concession of ex- -clusive rights of telegraphie commini - cation between Clima, Japan, and Europe via Russian territory.
